Tabs / pages not opening on startup

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. Go to Settings/On Startup/ and select "Continue where you left off" or "Open a specific page or set of pages"
2. Exit Chome
3. Startup Chrome, it will not continue where you left off, it will not open a specific page or set of pages.

What is the expected behavior?
Depending on the selection in Settings/On Startup... On startup chrome should either continue where you left off, or open a specific page or set of pages

What went wrong?
Chrome always opens in a blank new page, ignoring the selection at Settings/On Startup.

Did this work before? Yes From initial use of Chrome until about 1 week ago.

Chrome version: 53.0.2785.116  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0
