Can't access Toggle Device Toolbar from my extension - I need to open my webpage in device mode immediately without pressing Ctrl+Shift+M + specify particular device

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. chrome.devtools.panels.toggleDeviceToolbar does not exist like chrome.devtools.panels.
2.

What is the expected behavior?
Open a webpage in device mode immediately without pressing Ctrl+Shift+M + specify particular device 

What went wrong?
Can't be done

Did this work before? No 

Chrome version: 53.0.2785.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

Thanks for reply.

Nice to have feature: 
start chrome/ open current or new tab in particular emulator device mode (example:IPhone 6) meaning:  reduce pressing F12 and then Ctrl+Shift+M.

Now I can only do it with key --auto-open-devtools-for-tabs (reduce pressing F12) but I need something like --auto-open-devtools-for-tabs -emode iphone6 width320 height480 website https://google.com

I've actually tried to call Toggle Device Toolbar  automatically via chrome.devtools.panels (devtools API) but I've failed cause from docs it's not clear how I can do this via my chrome extension.

Anyway thanks for helping!

Adding toggleDeviceToolbar will be a non-trivial change given the complexity of the available options for Device Mode, but we will keep this request in mind as we consider upcoming changes to the API.
