Regression: [MD Settings] Unable to remove the added current page URL under 'On startup' section.

Issue descriptionChrome Version: 54.0.2840.41 (Official Build) aeb8895aa4becddb1526af10d1e67495713b6c1a-refs/branch-heads/2840@{#557}-32/64 bit OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4) What steps will reproduce the problem? 1. Launch chrome, navigate to 3-4 webpages and then go to chrome://md-settings page. 2. Select 'Open a specific page' radio button under 'On startup' section and click on 'Use current pages' button. 3. Now, click on three dot menu button of any link to open the menu list, click on 'Remove' option and observe. Nothing happens after clicking on 'Remove' button. Corresponding link should get removed after clicking on 'Remove' button. This is a regression issue, broken in M-54 series, below is manual regression range. Good build: 54.0.2832.0 Bad build: 54.0.2834.0 Kindly review the attached screen-cast for reference.

md-settings is not the default for Stable in 54, removing ReleaseBlock.

I did some investigation and this is the same root cause as the layering issue 639718 . Clicking outside the boundary of the selected list item is handled by the next list item instead. I'm going to leave this open since the symptoms are not obviously related and it's likely to be noticed again, so maybe this issue will be found. ->dpapad@ who is going to make action menus great again! :)
