Hebrew letters with Arabic diacritics display as boxes on Android

Issue description

Steps to reproduce the problem:
1. Open Google Chrome on Android
2. Navigate to any page that contains Hebrew text with Arabic diacritics in Chrome on Android, like this text:
אֶלסָّלָאם אלשָّאמֶל ואלעָאדֶל ואלכָּאמֶל

What is the expected behavior?
You should see the Hebrew letters along with the Arabic diacritics - like you would on Chrome for Windows/Linux/macOS, and on Firefox for Android.

What went wrong?
Every letter that has a "Shadda" (i.e. סָّ and שָّ) is displayed as a box, making it impossible to read the word.

Using Hebrew with Arabic diacritics is common when transliterating between the two languages, and is used in many places around the Web, including Wikipedia articles.
