Overflow menu button focus does not follow moved language in chrome://md-settings

Issue descriptionChrome version:55.0.2874.0 (Official Build) 3fe4bfc3b1cd9ccc14abf95597865d39ee7ae07b-refs/heads/master@{#421409}(32/64-bit) OS:OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4) What steps will reproduce the problem? (1)Launch Chrome and navigate to chrome://md-settings/languages. (2)Click on the drop down arrow of the Language section. (3)Click on the iron icon of the first language.i.e English(United states) (4)Select "Move down" option and observe the grey highlight.(Kindly refer the video) Actual:Grey highlight does not shift with moved language i.e focus does not shift with English(United states) Expected:Grey highlight should not be seen or else it should move with selected language. This is a Regression issue broken in M-55,will soon update bisect info. Good build:55.0.2841.0 Bad build:55.0.2842.0

Issue is still reproducible on the latest M-55(55.0.2883.6) on Windows-10. Please take a look at this.

yeah, when activating any control in an iron-list, if the list item moves the focused/active control will still be in the same physical item. because iron-list just updates the content of the items, not actually switching the DOM nodes themselves. we could special-case places where this happens (e.g. the language list), not sure if it's worth it. Removing blocker languages as MD settings is not yet launched.
