Regression: While exiting fullscreen mode, unwanted blink of scrollbar is seen behind tabstrip.

Issue description

Version: 54.0.2840.41 (Official Build) aeb8895aa4becddb1526af10d1e67495713b6c1a-refs/branch-heads/2840@{#557} (64-bit)
OS: Mac (10.10.5, 10.11.5)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://chrome-urls, press Cmd+Ctrl+F and then press Cmd+Shift+F.
2) Mouse hover on top (tabstrip appears), click on wrench menu and select Exit fullscreen option.
3) Observe the top R.H.S of screen while browser exits Fullscreen mode.

Blink of scrollbar is seen while exiting Fullscreen mode.

No such blink should be seen while exiting Fullscreen mode.
 
This is a Regression issue broken in M-50, below is the bisect info
