Regression:Weird behavior of drop down list is seen on clicking continously in chrome://md-settings

Issue description

Chrome Version: 54.0.2840.41 (Official Build) aeb8895aa4becddb1526af10d1e67495713b6c1a-refs/branch-heads/2840@{#557}-32/64 bit
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1)Launch Chrome and navigate to chrome://md-settings.
(2)Click continuously on the drop down list of "Font size"(Kindly refer the video)
(3)Observe.

Actual:Weird behavior of drop down list is seen.

Expected:Drop down list should be displayed properly.

This is a Regression issue broken in M-54,will soon update bisect info.

Using the per-revision bisect providing the bisect results,
Good build:54.0.2807.0(Revision: 407480).
Bad build: 54.0.2809.0 (Revision: 408012).

You are probably looking for a change made after 407688 (known good), but no later than 407689 (first known bad).
