MD Settings: Dropdown menus do not close after clicking radio buttons

Chrome Version: 54.0.2840.41 (Official Build) aeb8895aa4becddb1526af10d1e67495713b6c1a-refs/branch-heads/2840@{#557}-32/64 bit
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

Steps:
1. Launch Chrome and navigate to chrome://md-settings.
2. Click on 'Search engine' drop list and then click on any radio button under 'On startup'
3. Observe.

Actual: 'Search engine' drop list does not closes after clicking on any radio button under 'On startup'

Expected: 'Search engine' drop list should close after clicking on any radio button under 'On startup'

This is regression issue broken in M-54, will soon update bisect info:

Using the per-revision bisect providing the bisect results,

Good Build: 54.0.2823.0 (410278)
Bad Build: 54.0.2824.0 (410520)

You are probably looking for a change made after 410434 (known good), but no later than 410435 (first known bad).
