Issue descriptionChrome Version: 55.0.2874.0 (Official Build)3fe4bfc3b1cd9ccc14abf95597865d39ee7ae07b-refs/heads/master@{#421409} 32/64-bit. OS: Mac(10.10.5)(10.11.5), Windows(7,8,8.1,10). What steps will reproduce the problem? 1. Launch chrome, type chrome://md-settings/reset in omnibox, press 'Enter' key and observe. Unnecessary extra blank space is seen. Blank space should not be seen. This is a regression issue, broken in M-55 series, below is manual regression range. Good build: 55.0.2862.0 Bad build: 55.0.2863.0 Note: 1. This issue is not seen on Linux OS. 2. To reproduce the issue frequently, repeat the above steps 2-3 times Kindly review the attached screen-cast for reference.

This is weird. The CL mentioned in #1 is already reverted by r420023, and can't be still effective in 55.0.2874.0.

With response to comment #3: Re-bisected this issue on different machine and found the range below.
