Regression: Print preview does not get open for embedded pdf after adding 'PDF viewer extension'.

Issue description

Chrome Version:55.0.2873.3 Revision 714c807de9a9710084add5fddbaa72d02a91096e-refs/branch-heads/2873@{#4}
OS: Windows(7,8,10),Mac(10.10.5,10.11.4)

What steps will reproduce the problem?
(1) Launch chrome,navigate to above url and click on 'ADD TO CHROME' button 
(2) Then navigate to https://msu.edu/~urban/sme865/resources/embedded_pdf.html and click on 'Print' option.
(3) Observe.

Actual: Print preview does not gets opened for pdf after adding PDF viewer extension.

Expected: Print preview should seen.

This is a regression issue broken in 'M-55', will soon update the other info:

Using the per-revision bisect providing the bisect results,
Good build:55.0.2841.0(Revision: 414854).
Bad build: 55.0.2842.0(Revision: 414942).

You are probably looking for a change made after 414882 (known good), but no later than 414883 (first known bad).

There are quite a few CLs within the good/bad tags. I'd recommend continuing the bisect on a per-commit basis (instead of a per-tag basis) as the CL you linked to is entirely unrelated to this. Glancing through the commit list I didn't see anything obvious that would be responsible for this bug.

Start server at localhost port 8080, start Chrome with and without --site-per-process (with the flag print preview is broken):

FYI this issue is also tracked at https://github.com/mozilla/pdf.js/issues/7706

With a work-around that is far from beautiful.
