Regression:Print preview of PDF file is not displayed perperly if browser window is minimize.

Issue description

Chrome Version:54.0.2840.41(Official Build)Revision aeb8895aa4becddb1526af10d1e67495713b6c1a-refs/branch-heads/2840@{#557} (32/64-bit)
OS:Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://msu.edu/~urban/sme865/resources/embedded_pdf.html
(2)After loading pdf file click on print icon such that print preview appears.
(3)Click on 'minimize' button from top right and gain click on browser icon, observe.

Actual: Print preview is not displayed perperly if browser window is minimize (i.e weird patches appears)

Expected: Print preview should be displayed perperly even if browser window is minimize.

This is a regression issue broken in 'M53' and will soon update other info.

I can repro this bug, in M53 (stable) and M55 (canary). What's happening, I believe, is that the PDF is briefly incorrectly sized, before recovering.

My guess would be that this is a long-standing bug which used to be invisible. Previously the PDF would be resized incorrectly, then resized correctly, and then displayed. My change makes PDFs get displayed more frequently so now the order of events is resized incorrectly, displayed, resized correctly, displayed. This gives a flash of incorrect.

dsinclair@ - what do you think? Can we temporarily disable updates until the restore is completed?

That sounds like it makes sense, if we're being resized then wait until the resize is done before trying to render, yea?
Yeah, that should do the trick.

Presumably this flash of incorrectly sized PDF has always been happening on very simple PDFs, but now it happens on all. You want this bug?
