What steps will reproduce the problem?
(1) Launch chrome, open dev tools window, hover mouse on three dots under Elements section.
(2) Click on 'Add-box shadow', type text in 'X offset' text box or any of the text box try to select the text with mouse cursor,observe

Actual: Text in 'X offset' text box or any of the text box flickers when selected with mouse cursor
Expected: Text in 'X offset' text box or any of the text box should not flicker when selected with mouse cursor

This is a non-regression issue, seen from 'M-55'(55.0.2862.0)

Note: This is a new feature seen from 55.0.2862.0 build.
