Regression:Localization is not applied for "open a specific page..." option under 'on startup' section of chrome://md-settings

Chrome Version:55.0.2873.3 (Official Build)714c807de9a9710084add5fddbaa72d02a91096e-refs/branch-heads/2873@{#4} (32/64-bit)
OS:Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome, navigate to chrome://md-settings/manageLanguages page and select 'Hindi' from 'All languages' list.
(2)Click on iron icon of hindi and select 'disply google chrome..' option, relauch the browser.
(3)Navigate to chrome://settings/ and observe "open a specific page..." option under 'on startup' section.

Actual: Localization is not applied for "open a specific page..." option under 'on startup' section after changing the browser language.

Expected: Localization should be applied for "open a specific page..." option under 'on startup' section after changing the browser language.

This is a regression issue broken in 'M54' and will soon update other info.

Correction:
Step 3:Navigate to chrome://md-settings/ and observe "open a specific page..." option under 'on startup' section.

Manual regression range:
Good Build: 54.0.2802.0 
Bad Build:  54.0.2803.0

Note: Issue not seen on Mac & Linux OS.
