Busy spinning cursor keeps showing up

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. Clicking on a new link from bookmarks toolbar
2. Typing a link from address bar and hitting enter
3. Showing up on random times or while clicking on a new tab

What is the expected behavior?

What went wrong?
Whenever I click on a bookmarks link or I type in a link on the address bar, the busy spinning cursor shows up for nearly 5 seconds. This only happens on Chrome/Opera but not on Firefox or Microsoft Edge.

Previously, the way to fix the busy spinning cursor to stop showing up is to disable DirectWrite from Chrome:flags but that option is now gone.

I have been getting this when I switch between tabs and type into the address bar, and also sometimes when I hover over my bookmarks. Sometimes it does not appear until after I move my mouse off of the suggested urls. Usually appears for a few seconds, always before I hit enter. It does not seem to happen if I keep typing in the same tab, only when I switch tabs. However when I do switch tabs it happens almost every time.  If I type and it appears, and I delete everything I was typing and type in something else it does not happen a second time while it populates new suggestions. 

Chrome Version 56.0.2924.28 beta

I don't remember when it started but it has been happening for a while.

This sounds like an issue that we got on Firefox with the way the child processes are launched.
It's a trivial fix, I'll upload a patch when I get back to my main machine where I have the chromium code already.

Able to reproduce this issue on build without fix hence verifying the fix on latest canary 67.0.3388.0.

Now on clicking bookmark links not seeing loading spinner icon. Attaching screencast of expected and actual behavior.

As fix is working as expected adding Verified labels.
