Material settings: wrong height of sub-dialogs like Search or Fonts causes vertical scrollbar to appear

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2868.3 Safari/537.36

Steps to reproduce the problem:
1. go to Settings
2. click "Customize fonts" or "Manage search engines"

What is the expected behavior?
The subpage fits available height exactly.

What went wrong?
The subpage is too tall/long thus causing an unnecessary vertical scrollbar to appear, which in turn jerks the content column on the page a few pixels to the left to center it in the reduced window width.

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

Bisect: 409660 (known good) - 409673 (first known bad).

Oops, guess I'm late to the party, the bug is already reported in  https://crbug.com/634582

Status: Duplicate (was: Unconfirmed)
Issue is similar to the  bug 634582 .hence merging this into 634582.
