<select> element will not open from touch events

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. Open https://jsfiddle.net/ta4hy91b/ in either a mobile device running chrome, or use dev tools and use the touch emulation
2. Attempt to open the select menu
3. Observe that the select menu auto-closes, and a value can not be selected. Keyboard events (up/down arrows) still work as expected

What is the expected behavior?
The select menu opens and displays values

What went wrong?
The select menu does not open

Did this work before? N/A 

Chrome version: 53.0.2785.116  Channel: stable
OS Version: 
Flash Version: Shockwave Flash 23.0 r0

I think I may have actually found 2 bugs, and assumed they were related.

If you navigate to https://crossmediapanel.com/panels/usreach/signup/ on an android device running chrome, and go to the last step of our signup flow, none of the <select> elements will open. They work as expected in firefox, so I'm not sure if either we hit an edge case in chrome, or are straight up doing something wrong?

I'll spend some time looking into it today, and let you know if I can figure anything out
