HLS playback UMA is no longer accurate.

We only record Media.Android.IsHttpLiveStreamingMedia when we use WMPA, which is always used for HLS now. We need to move this UMA out of WMPA and somewhere it can be shared by WMPI so it remains accurate. Otherwise it's going to trend towards 100% :)

WatchTimeReporter will also never report HLS playback at the moment, since the initial video size is always (0,0). This should be fixed at the same time as the UMA is fixed.

This UMA will be deprecated in favor of having an accurate 'Media.DetectedContainer' UMA. See  crbug.com/663503
