still using png assets for extension highlighting

Issue description

I'm not sure how to get an extension to highlight, but it's used for some ExtensionMessageBubbles.  We're still using IDR_TOOLBAR_ACTION_HIGHLIGHT and IDR_DEVELOPER_MODE_HIGHLIGHT which probably look out of place in MD.

The easiest way to have this show is to load an unpacked extension in chrome://extensions and restart.  On linux, you'll also need to append the --enable-force-dev-mode-highlighting flag.

I've attached a picture of what this looks like right now.

note this is *not* the highlight we use for hovering or displaying extension bubbles (after you click the icon). It's only for special warning-esque messages.

Can we use the core-ui's grey hover states and color them yellow? They are programmatically rendered AFAIK.
