Restoring a window force-focuses it while loading |

Issue descriptionVersion: 54.0.2840.33 (Official Build) dev (64-bit) OS: OS What steps will reproduce the problem? (1) Accidentally close a window with many tabs (2) Re-open the window (Ctrl+Shift+T) (3) In a separate window, try reading a doc What is the expected output? Tabs from re-opened window load in background What do you see instead? Chrome continually switches back to the re-opened window as tabs load. Marking as P1 because this is rather infuriating when you're trying to do something in another window. I believe it also happens on startup. I'm not sure if it's tied to gmail specifically or tabs loading in general. @abodenha, any thoughts what might be going on here? Please use labels and text to provide additional information.
