Issue descriptionVersion: 53.0.2785.10 -and- 54.0.2837.0 OS: CrOS Description of issue: Enterprise customer is reporting that after updating managed Chromebooks to Chrome OS v53, any changes to the pinned-to-shelf apps get reset at each logout/power off. Customer stated that any device he updates to v53 starts experiencing the issue, while Chromebooks on older versions of Chrome OS are unaffected. Affected devices: Dell Chromebook 11 (3120) What steps will reproduce the problem? (1) Log into Chromebook (2) Pin apps to shelf (3) logout, then log back in; Pinned apps disappear. What is the expected output? Apps pinned to shelf should persist on logout/power cycle. What do you see instead? Apps pinned to shelf disappear. Issue 650700 seems to be fixed with release of Version 53.0.2785.144 update. Thanks for the quick fix.

Verified that this is only affecting managed users. Repro steps: Unmanaged user: - Log in with unmanaged account (I tested w/ 53.0.2785.154 and 55.0.2858.0) - add some apps to the shelf - log out, log back in - Apps are still pinned to shelf Managed user: (same versions above) - Log in with managed account - add some apps to the shelf - log out, log back in - Apps are *NOT* pinned to shelf
