Remote debug inspect does not spawn new Dev Tool window

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2873.0 Safari/537.36

Steps to reproduce the problem:
Using:
Desktop Chrome version 55.0.2873.0 canary
Mobile Device Chrome version 55.0.2868.0
Mobile Device OS Android 7.0.0; angler Build/NRD90U

This issue is not present in: 53.0.2785.116 m

1. Open Developer tools
2. Menu > More Tools > Remote Devices
3. Select Device
4. Click the "Inspect" button on any tab

What is the expected behavior?
A new developer tools window should spawn, but fails

What went wrong?
Nothing happens when pressing the button. No information is printed to the log when using --enable-logging v=1. 

I can't seem to find any relevant info on the desktop side even using sawbuck. I have attached the android logcat.

Did this work before? N/A 

Chrome version: 55.0.2873.0  Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

This issue is not present in version 53.0.2785.116 m
