This bug is to 
* determine how widespread the problem is by providing an endpoint for users to submit feedback if they are facing the same issue. 
* determine if there are specific devices where this happens
* generate a list of devices where we know this could occur to update chrome help forums. 

Please note: Currently, there is no known way for Chrome to detect modified MediaStyle notifications as it's the OEM that performs said modification.
