Summary: ensure that git-drover doesn't have any dependencies on Rietveld (was: Gerrit for Chromium: ensure that tooling doing cherry-pick to release branches still works )
Ideally git-drover should just call gerrit APIs, but in the mean time we should at least make sure it operates cleanly in a gerrit-only world.

I fixed git-drover and it works great with gerrit CLs and repos which use gerrit by default now.
