Audit tab ignores Brotli when auditing resource compression

Reported by mjgreen...@gmail.com, Sep 27 2016

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. Open https://fonts.google.com/
2. In Devtools audit tab, run "Reload page and audit on load" with "Network Utilzation" option enabled
3. Any Google font CSS file is penalised for not being Gzipped, despite being Brotli compressed (e.g. https://fonts.googleapis.com/css?family=Product+Sans|Roboto:400,500,700|Roboto+Mono:400,700|Adobe+Blank)

What is the expected behavior?
No penalties for Brotli compression

What went wrong?
Audit penalised brotli-compressed files, due to not being gzipped

Did this work before? N/A

We will be revamping the audits tab in the future and will keep this improvement in mind.
