What steps will reproduce the problem?
1) Launch chrome and go to ‘chrome://md-settings'.
2) Click on profile icon under ‘People’ section and observe.

In ‘Edit person’ section, focus is not seen in Username textbox.

In ‘Edit person’ section, focus should be seen in Username textbox.

This is a Non-Regression issue seen from M-49 series (Chrome version: 49.0.2618.0)

Note: The above feature is introduced from #49.0.2618.0.
