Issue description
UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36
Steps to reproduce the problem:
byte[] pdfbytes = Convert.FromBase64String(AppHelper.GetData(Model,"File"));
Response.Buffer = true;
Response.Clear();
Response.ClearContent();
Response.ClearHeaders();
Response.Charset = "";
Response.AppendHeader("Content-Encoding", "none;");
Response.ContentType = "application/pdf";
Response.AddHeader("Content-Disposition", string.Format("attachment; filename=checks.pdf"));
Response.AddHeader("Accept-Ranges", "bytes");
Response.BinaryWrite(pdfbytes);
Response.Flush();
Response.Close();
What is the expected behavior?
PDF as attachment should be downloaded.
What went wrong?
shows network error in attachment

Chrome version: 53.0.2785.116 Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0
its was working on previous version on chrome. but after taking the latest . its shows error .

sorry, i have used the Convert.FromBase64String(AppHelper.GetData(Model,"File")) codding. its not from UI. but after adding the content length. its working fine. but i am worried. why its working in some browser without adding the content length. now i have change in 40 files and add content length. but its working on some browser.
