On entering fullscreen mode using keyboard shortcut, ‘Exit Full Screen’ option is not seen in context menu.

Issue description

Version: 55.0.2873.0 (Official Build) 4e1f4cd0a29061dc75bc76aef5212847c2ca132a-refs/heads/master@{#421052} (64-bit)
OS: Mac (10.105, 10.11.5)

What steps will reproduce the problem?
1) Launch chrome, open NTP, click on wrench menu and select Fullscreen option.
2) Right click anywhere on page and observe context menu(‘Exit Full Screen’ option is seen) and exit Fullscreen mode.
3) Now press Cmd+Ctrl+F (to enter fullscreen mode), right click and observe the context menu.

‘Exit Full Screen’ option is missing in context menu.

‘Exit Full Screen’ option should be seen in context menu.

This is a Non-Regression issue seen from M-54 series (Chrome version: 54.0.2794.0)

Note: 1) Issue is not seen on Windows and Linux OS.
      2) Exit fullscreen option in context menu is introduced in #54.0.2794.0
