Regression:'More Actions' overlay does not get open in Emulation mode.

Issue description

Chrome Version:55.0.2873.0 4e1f4cd0a29061dc75bc76aef5212847c2ca132a-refs/heads/master@{#421052} (64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history/
2. Press F12 to open Devtools and then click on 'Toggle device toolbar' icon.
3. Click on iron icon of any History url and observe.

Actual:'More Actions' overlay does not get open after step 3.
Expected:'More Actions' overlay should get opened after step 3.

This is regression issue, broken in 'M 55' and below is manual bisect:

Good build:55.0.2869.0 
Bad build:55.0.2871.0

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2869.0 (Revision: 420536).
Bad build: 55.0.2871.0 (Revision: 420831).

You are probably looking for a change made after 420549 (known good), but no later than 420550 (first known bad).
