Tab clickable area does not extend to top of screen when window is maximized

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. Maximize the window
2. Open up two pages
3. Move the mouse cursor over an inactive tab, then to the top of the screen, and click.

What is the expected behavior?
The clicked tab becomes active

What went wrong?
The tab is not clickable

Did this work before? N/A 

Chrome version: 53.0.2785.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

This makes the tab much harder to hit using a pointing device. Suspect this is only in touch mode.

Tested the issue on Chrome Stable# 53.0.2785.143 on Windows 10 and is not reproducible.
Attaching a screen cast for reference.
@joeri.sebrechts -- Could you please let us know if i have missed anything and also please provide a screen cast for the issue which would help us in triaging further.

I have this issue on two different laptops, both of which have a touch screen. I have it only on the touch screen, a regular monitor hooked up as a second screen does not have the issue.

In the attached video you'll see that dragging the mouse to the top of the screen above the tab turns it into a resize handle, and clicks have no effect on the tab in question.

After some more testing, it seems the issue is not due to touch, but due to dpi scaling. Setting scaling to 100% in windows display settings and signing out and back in again makes chrome render the tabs up to the top of the screen.

Tested the issue in chrome #55.0.2883.87 and canary #57.0.2971.0 on Win 10.0 and not able to reproduce the issue.

@joeri.sebrechts: Could you please upgrade to latest version and create new profile, recheck once and let us know the observations which would help us to triage the issue further.
