Regression: Unnecessary scrollbar is seen on chrome://inspect/#devices page.

Version: 55.0.2873.0 4e1f4cd0a29061dc75bc76aef5212847c2ca132a-refs/heads/master@{#421052} (64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://inspect/#devices
(2) Observe the scroll bar on page.

Actual: Unnecessary scrollbar is seen on chrome://inspect/#devices page.

Expected: Scrollbar should not seen on chrome://inspect/#devices page.

This is regression issue, broken in 'M-55', will soon update the other info:

Good Build: 55.0.2866.0
Bad Build: 55.0.2867.0

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2866.0 (Revision: 419628).
Bad build: 55.0.2867.0 (Revision: 419930).

You are probably looking for a change made after 419668 (known good), but no later than 419669 (first known bad).

pfeldman@ Could you please let us know what's the status of the fix,since we are about to promote M55 to Beta and we need to get the fix into branch soon.

A friendly reminder that M55 Stable is launch is coming soon! Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged into the release branch ASAP so it gets enough baking time in Beta (before Stable promotion). Thank you!
