Steps to reproduce the problem:
1. We are working on an in-house system that is web based and we use chrome as the only browser.
2. On first load everyting is fine but as soon as I relaod the page the CSS is gone and if I just zoom-in or out or resize the chrome window the CSS is back
3. Also the same issue with a popup box works fine first load after window.location.reload() if you render it again all the css are gone and it renders in a small box then just zoom in and out or resize window and it pops back the way it is supposed to be.

Did this work before? Yes On chrome and chromium version 51-52 etc all before 53

We have windows users and linux users and all are experiencing it with multiple of our systems. Everything worked fine for years on chrome but suddenly after the v53 update it is a big issue. Tested in on 54 beta aswell and it also has the same issue but v55 dev it is working fine again. attached a screenshot of the issue
