chrome://gpu shows incorrect WebGL status when packed_depth_stencil is not available

Issue description

Steps to reproduce the problem:
1. Open Chrome on any device not having support for packed_depth_stencil
2. Open any WebGL site, for example, WebGL conformance tests or WebGL Aquarium.
3. Message like "Browser does not support WebGL" is displayed
4. Go to chrome://gpu
5. It shows WebGL status as "Hardware Accelerated"

What is the expected behavior?
6. WebGL status should be 'disabled' as packed_depth_stencil is not present.

What went wrong?
Looks like packed_depth_stencil check is missing.

Chrome version: 53.0.2785.124  Channel: stable
OS Version: 5.1 Tegra Note 7
Flash Version: Shockwave Flash 22.0 r0

I tested this on older NVIDIA tablet (Tegra Note 7) where packed_depth_stencil support is not present. WebGL is disabled but chrome://gpu shows incorrect WebGL status.

The packed depth/stencil check is done during creation of the WebGLRenderingContext and not at the GPU blacklist level. I'm sorry, but we aren't going to improve the UI for these older devices.
