Steps to reproduce the problem:
1. Install the attached unpacked extension
2. Open the popup dialog
3. Click on choose file
4. The file chooser dialog appears, the browser action popup closes.

What is the expected behavior?
The browser action popup should stay open.

What went wrong?
The browser action popup closes when the file chooser dialog appears. In Windows, the file chooser does not close the browser action popup.

This was issue was fixed for Mac OS X users in  Issue 61632  but this still appears for me running on Ubuntu 16.04. One of my users encountered this issue as well and is running openSUSE Tumbleweed.
