SVG animation is not smooth when embedded in an image

What steps will reproduce the problem?
(1) Visit https://pr.gg/svgExamples/smilAnimationImage.html

What is the expected output?
The two animations should have similar performance.

What do you see instead?
The top animation is janky.


I noticed this investigating another bug but haven't looked into it further. Safari is smooth in this example.

Is this  issue 469196 , or something different? (A quick look in devtools makes it look like it could be that bug.)
