Shadows are missing on browser windows when not using system titlebars and borders

Issue description

Version: 53.0.2785.116 (64-bit)
OS: Ubuntu 14.04

Window manager: Muffin
Desktop environment: Cinnamon

I did some digging on this and I found this is basically impossible to fix on my WM (Muffin) without using client-side shadows.

Muffin decides if windows should be shadowed or not like this:
https://github.com/linuxmint/muffin/blob/0d74bad641bdf6f42ce024c620e57acdc1b8fd81/src/compositor/meta-window-actor.c#L778

So the only way to make it render shadows for us would be to:
1. Always use the system titlebar on Muffin
2. Make browser windows override-redirect (what is the reasoning for Muffin drawing a shadow in this case??)
3. Make browser windows TYPE_MENU

All of these are obviously out of the question, so we should revisit this once we have client-side shadows working on Wayland.
