Don't animate the title and file path in the media consumption CCT

Issue description

Per UI review, we shouldn't animate the title and file path of the media file in the CCT.

This is a non-blocking bug for M55.

When we open a CCT the title and URL animate in (shows file path first, then animates down and shows title).  We want to disable this for viewing downloaded media.
What is the expected behavior here? Should we just show the file path and no title or may be the file path should be overwritten by title after it is available? Or should we just remove animation? There is a delay between getting the values for title and file path, so file path will always display first.

I think we can just remove the animation for now and start with both the file path and the title.  That was my assumption of what the bug wanted at least.  dfalcantara@ let me know if this is incorrect!

dahlke if we don't animate, there will be a short delay (500ms or so) until we are able to show the title. Meanwhile the title bar will be empty. Do you think this is okay?

(Personally I think it's fine to let it empty for an instant. It was like that before I implemented the CCT title animation).

The current implementation is superior to the non-animated one. Ideally, we would have the title instantly with the rest of the content and it would all appear at one time. It sounds like this will require a substantial amount of work and the priority is not that high. So, let's work on that opportunistically.
