Issue descriptionGoogle Chrome 52.0.2743.116 (Official Build) (64-bit) Revision 0 Platform 8350.68.0 (Official Build) stable-channel samus Blink 537.36 (@0) On my chromebook pixel. What steps will reproduce the problem? (1) Go directly to a large image, ex. http://f.fwallpapers.com/images/landspace-reflection-canada.png What is the expected output? Image should be zoomed out so it fits on the screen. What do you see instead? Image is too big to see, it doesn't fit in either zoom mode.

I think this is a duplicate of bug 324086 which I fixed for 54, but your report doesn't mention that you had the page zoomed in/out, which would make me think it was actually bug 644059 except that 52 is too early to have use-zoom-for-dsf enabled by default. So I'm not sure, but try 54 and see if it's fixed.
