Update chrome://policy to remove references to fetch

Issue description

Chrome Version: 55 canary
Chrome OS Version: canary
Chrome OS Platform: samus, peppy

Steps To Reproduce:
(1) Visit chrome://policy
(2) Observe device and user "fetch interval" listings.

Expected Result:
In most cases, we expect policy to be push now, not pull/fetch. There is a 24 hour fetch that occurs but chrome://policy should be reworded to de-emphasize the fetch.

What is the impact to the user, and is there a workaround? If so, what is
it?
As it stands, chrome://policy is confusing to admins as it implies policies are fetched/pulled, not pushed.
