Users are having difficulty adding items to thier shopping carts

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Example URL:
petsmart.com   steinmart.com

Steps to reproduce the problem:
1. Try to add item to shopping cart
2. receive error message
3. 

What is the expected behavior?

What went wrong?
Problem can be fixed by clearing cookies, but it comes back on the next visit.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? N/A 

Chrome version: 53.0.2785.116  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

I'm sorry but I cannot reproduce on the site you mentioned.

Can you see if it occurs on other machines around you, if there were any? If not, it's likely that your installation is somewhat broken. Could you try forum?

It's a lot of customers, but it is not all items. Clearing their cookies
fixes the issue, until the next time.

Could you please explain what "a lot of customers" mean? Are you a customer support of a site and getting a lot of questions about this? And you can't consistently reproduce the issue?
