Tabs crash frequently per domain - Capability spec prevented service from binding interface

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Steps to reproduce the problem:
1. Navigate to a website in a new tab (mainly a domain I have not visited recently)
2. Wait a few seconds 

What is the expected behavior?
Be able to successfully visit a domain

What went wrong?
All tabs stemming from that domain crash

Crashing happens on about 90% of the websites I visit within one minute. (100% of the time on 90% of websites within 1 minute)

How much crashed? Just one tab

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Chrome version: 55.0.2872.0   Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

This issue seems to be related to the screenwise monitor/crossmediapanel/cross_device_promo. I frequently see:

[7340:12868:0926/135407:VERBOSE1:child_thread_impl.cc(414)] Mojo is enabled on child
[7340:10616:0926/135407:ERROR:interface_registry.cc(93)] Capability spec prevented service: exe:content_browser from binding interface: visitedlink::mojom::VisitedLinkNotificationSink

and

[13248:6344:0926/135410:VERBOSE1:cross_device_promo.cc(180)] CrossDevicePromo::MaybeBrowsingSessionStarted; Ineligible for promo.
