Steps to reproduce the problem:
1. Install windows 10 with updates
2. Install chrome
3. Have Multiple Monitors
4. Hover over a link or type in the omnibox

What is the expected behavior?
Hyper Link Hints should be connected to the mouse. Url hints should be locked to the bottom of the windows and the omnibox auto complete should be on the bottom of the bar not above it.

What went wrong?
If you look in the Screen shot the too tips are not where they should be
