Certificate viewer unusable on macOS

1. The Certificate Viewer window is empty, and too tall to fit in the screen.
2. After closing out of the CV window, the View Certificate button is grayed out.

I have verified this on 3 different sites, in 3 different tabs and in normal and Incognito profiles.

I can confirm this as well. Version 53.0.2785.116 (64-bit) on mac OS Sierra.

Yes - this is  https://crbug.com/643123 ; it looks like the fix wasn't merged to 53.
