Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.34 Safari/537.36 Steps to reproduce the problem: Made an example here: https://jsfiddle.net/fireattack/dgmjg8er/7/ What is the expected behavior? User should be able to scroll. What went wrong? It can't. Did this work before? N/A Chrome version: 54.0.2840.34 Channel: beta OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 23.0 r0 I'm not sure about the standard, but it works fine on Fx and IE.

Able to reproduce the issue on windows 7, Linux Ubuntu 14.04 and Mac 10.11.6 using chrome version 54.0.2840.34 and canary 55.0.2873.0 stable 53.0.2785.116 with the URL https://jsfiddle.net/fireattack/4j7j8ybm/. This is reproducible on ALL OS and from M30 old builds.Considering this as non regression marking it as Untriaged. Thanks,

This appears to a low dpi hit testing issue. It appears to work when in hidpi mode.

Not a P1 bug. If you put the span inside a div with overflow it seems to work fine.
