Date() is returning incorrect TimeZone

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.113 Safari/537.36

Steps to reproduce the problem:
1. Open Developer Tools
2. navigate to Console
3. type Date()

What is the expected behavior?
Mon Sep 26 2016 21:06:37 GMT+0530 (India Standard Time)

What went wrong?
Mon Sep 26 2016 22:06:37 GMT+0630 (India Standard Time)

Though my TZ should be +GMT0530, its picking up +0630

Did this work before? N/A 

Chrome version: 53.0.2785.113  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

Not all machines are seeing this, only on a few. This is causing issues with some reports we create.

I set my timezone to +0530, then it shows +0530.

Is there any more settings I need to do in order to reproduce? Can you try other machines around if you have any?

Have you checked what is set in the Date & Time control panel?
Perhaps the timezone for the system got changed to Myanmar?
Control panel and IE shows the right time and TZ. Issue is with only
Chrome. There are a few machines where this is happening. I read that there
was a similar issue with other TZ's on Android devices..not sure what the
fix was.

I don't know how you can reproduce this..

Unable to reproduce it on Windows-7 & 10 using chrome latest stable M53-53.0.2785.116. Observed the timezone is set to +0530 (India Standard Time) as expected.

This is not happening on all the hosts, only a few hosts. 
I had the same issue on my host on Friday, tried multiple commands to purge/parse Date/Time, post weekend reboot its working properly. I do not which command worked. There are few hosts which still has this problem, let me attach a screenshot. 
Unable to reproduce the issue on Windows 10 using chrome latest stable M53-53.0.2785.116
