Changing height of container doesn't trigger layout on orthogonal items |

Issue descriptionIf we've a block without a specif height with a vertical element inside (orthogonal flows). The element is not re-layout if you change the height of the block. Attached an example so you can test it yourself, just clicking on the button, it'll change the height of the block, however the orthogonal element is not re-layout. BTW, if you set the height of the block initially, the behavior is correct.

JFTR, there's a similar issue (but not exactly the same) with flexbox and grid containers: bug #650273.

Attaching a proper example as the one attached earlier was setting the height to 50px already in the style.
