Device Mode's "fit to window" doesn't fit to window properly

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2868.3 Safari/537.36

Steps to reproduce the problem:
1. Open Devtool
2. Toggle Device Toolbar
3. Change the device mode zoom size to "fit to window"

What is the expected behavior?

What went wrong?
The "fit to window" doesn't fit to window properly

Did this work before? N/A 

Chrome version: 55.0.2868.3  Channel: dev
OS Version: 16.04
Flash Version: Shockwave Flash 23.0 r0

I can reproduce behavior wherein the fit to window seems to resize at to 25% increments between 50% and 100% and 1% increments below 50%.

Same repro.  Perhaps we should be using finer grained steps in the 50 - 100% range.
