Regression: "Manage Cast devices" broken from incognito.

Issue description

Chrome Version : 55.0.2872.0 (Official Build) canary (64-bit)


What steps will reproduce the problem?
(1) Open incognito window
(2) Right click on cast icon in toolbar
(3) Select "Manage cast devices"


What is the expected result?

With the old cast extension, this would open an options window in a regular browser window.


What happens instead?

This opens a new tab in the incognito window at chrome://cast, which is totally blank.

A little digging reveals an inscrutable error:

"pkedcjkdefgpdelpbcmbmeomcjbeemfm is blocked
Requests to the server have been blocked by an extension.
Try disabling your extensions.
ERR_BLOCKED_BY_CLIENT"


Please provide any additional information below. Attach a screenshot if
possible.

1. The old behavior of opening the options window in a regular browser window was probably fine, and the new cast button should do the same.
2. This is more noticeable than before, because the cast icon now automatically appears in incognito windows without any preference to toggle this from the extensions page.
