ondragstart not fired while shift key is pressed

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36 Steps to reproduce the problem: 1. add draggable="true" to element 2. add ondragstart handler to element 3. press shiftkey, then click element and try to drag What is the expected behavior? ondragstart should fire whether or not shiftkey is pressed What went wrong? ondragstart is not fired while shift key is pressed. it is fired when control key is pressed, however. the behavior should be the same? Did this work before? No Chrome version: 53.0.2785.116 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 23.0 r0 if this is intentional, i couldn't find a reason for it

This is reproducible on elements such as li. I have searched for various drag and drop demos on the web, some using divs, and none of them work in chrome with shift key pressed.
