Ability to enable/add international keyboard to all chromebooks/users in shared environments via console

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36 Steps to reproduce the problem: 1. Setup Chromebooks in shared/lab/cart environment to delete settings on logout 2. Walk students through going to settings, language input settings, and checking the box to enable US International keyboard 3. Doing this allows students to add various special characters via key mappings for their foreign language classes (for example they can Use CTRL SHIFT and SPACEBAR at the same time and the "US" in the corner will change to "INTL". At this point, you can use the right "Alt" key as an "Alt Gr"; for example, Right-Alt + e = e with grave accent) What is the expected behavior? There are bunch of steps to enable the international kb for each student in our labs, and on logout, those settings are lost and need to be reset. We'd love to have the ability in the enterprise console to just always have the US International keyboard enabled that students could always go to CTRL SHIFT and SPACEBAR to enable it without having to go into settings first to enable it. What went wrong? Going through steps above works for students, but all settings are lost on logout and must be repeated for each student every time they want to use the special characters.
