Regression:Content of table shifts to right after mouse hover on add custom profile button.

Chrome Version:55.0.2872.0 5264ac775e58852ece697a6e26117d72181c4f41-refs/heads/master@{#420859} (32/64-bit) 
OS:Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1)Launch chrome and open NTP, Press F12 to open devtools window.
(2)Dock to bottom and click on 'customize and control devtools' button > Shortcuts option
(3)Click on 'throttling' option ,hover mouse on 'add custom profile' button and observe content inside table.

Actual: Content of table shifts to right after mouse hover on add custom profile button.

Expected: Content of table should not shift to right after mouse hover on add custom profile button.

This is a regression issue broken in 'M53' and below is the manual regression range:
Good Build: 53.0.2777.0
Bad Build:  53.0.2778.0
